The Concept Plan for Canberra to Eden Railway  (C2E)  by engineer and economist Edwin Michell, 2018, provides for freight trains and passenger trains on the same line.  Tilting passenger trains would run at speeds of up to 160 kilometres per hour;  freight trains would run at up to 115 kilometres per hour.  Cooma would be brought into more convenient commuting range of Canberra.  Some of Canberra’s population growth would be transferred to Monaro townships.

            Having conferred with the ACT Government, CMPA supports adding the proposed Canberra to Yass railway  (C2Y)  to connect with C2E.  The alignment is provided in the C2Y design report, 1969, by Commonwealth Railways.  C2Y would shorten the rail route between Inland Rail  (now under construction)  and Eden by about 80 kilometres compared with the previous route via Joppa Junction near Goulburn.

            In advocating both railways, connecting, CMPA has responded on 30 May 2024 in the NSW Government’s Freight Policy Consultation Paper, April 2024:  ‘NSW Freight Policy is recommended to include a railway to Eden for inland produce exports.’  CMPA’s Submission follows:

CMPA is pleased to publish, following,  Economic Evaluation of the Proposed Canberra to Eden Railway by leading international transport economist R J Nairn BE, BEc, FIEAust.

The Evaluation includes data researched in 2021 by the same author as of Canberra to Eden Rail:  Record of Economic Data for the Proposal and web-published by CMPA in 2022 without individual attribution, at the author’s request at that time.

June 2023

National Archives web-published on 28 March 2023 the Commonwealth Railways 1969  [Design]  Report on Canberra-Yass Railway  (C2Y). 

CMPA adopted the design, subject to consultation with the ACT Government.  CMPA submitted to Transport for NSW in June 2023 a late revision of its planning submission of February 2023 on C2E.

Snowy Monaro Regional Council recommends expeditious economic assessment of Michell’s 2018 Concept Plan for Canberra to Eden Railway.  The Council’s area encompasses most of the proposed railway.  The recommendation was sent by emailed letter to the NSW Premier.  Read the letter and acknowledgement below

Author of the Canberra to Eden Railway Concept Plan, Edwin Michell, published two articles in May 2021 on the Canberra to Eden Railway Feasibility Study, full report of 29 October 2019.  The conclusion of the two articles after the Review published by CMPA, dated  March 2021 is that, beyond reasonable objection, the Feasibility Study is fatally flawed;  and therefore cannot be used to justify the rejection of this critical national infrastructure project.  Michell substantiated the Benefit-Cost Ratio of the project being more than thirty times greater than reported in the Feasibility Study, Executive Summary, May 2020.  The two articles are:

The Proposal

CMPA has agitated and lobbied for some time for consideration of the re-establishment of the disused rail link between Canberra and Bombala.

However the success of the introduction of cruise ships to Eden, and the potential of developing Eden as a major NSW industrial and tourist port, prompted us to expand the concept to include Eden as an obvious potential final destination for that link.

In August 2018 the NSW State Government announced the provision of $1million for a feasibility study for the proposal. Click HERE to view the facebook announcements.

The extension of the Queanbeyan-Bombala railway to the Port of Eden would realise a century-old dream.

This concept study finds that the existing route between Canberra and Bombala could be rebuilt to modern standards at modest cost, and also that the engineering difficulties of a new route descending the South Coast Range between Bombala and Eden are not insurmountable.
